DotaKeys is a tool specifically designed for Dota, a Warcraft 3 custom map. It can be used in other applications, too, however, its features are Dota oriented so they have little use elsewhere. The program allows you to remap keys on your keyboard. This is very useful since Warcraft 3 doesn't allow customizing the keys, and the preset ones are not well placed on the keyboard.
In Dota there are more than 100 heroes and each one of them has a different key for every spell or skill. DotaKeys is very useful because, with the help of its editor you have the possibility to customize the keys however you want for each hero, or have a preset of keys for all the heroes. In addition, in the Editor you can change the inventory keys which in Warcraft 3 were preset to the numpad keys. Most of the commands in Dota are done with the keys from the left side of the keyboard, and since the Numpad is on the right side of the keyboard you can imagine how hard it must be to react fast enough and press a specific key. DotaKeys helps a lot in this regard since you can remap the inventory keys with any other keys you want.
The program also has a Macro editor which could be very useful if it worked, but it doesn't. You can create some small macros in the form of Quick Messages. You have 4 small fields, each allocated to Function keys, specifically F3 to F6. DotaKeys comes with preset commands there that will help the gameplay more, however you can write whatever you want in those fields and when you press the key in the game, the text will appear as a message to other players.
In conclusion, DotaKeys is a simple and effective remap tool specifically designed for Dota, easy to use but still it should have a bit more features.
